The NOEM VICTORY FUND ("JFC") is a joint fundraising committee composed of: Kristi for Governor, a South Dakota statewide campaign committee; Rhoden for Lt. Governor, a South Dakota statewide campaign committee; Keeping Republican Ideas Strong Timely & Inventive (“KRISTI PAC”), a federal political action committee; SD Strong Leadership PAC, a South Dakota political action committee; and the South Dakota Republican State Central Committee’s state account (”SD GOP”). The JFC is accepting contributions of up to $25,000 annually. Any contribution to the JFC permissible under federal and South Dakota law, as applicable, from donors who have not exceeded their applicable contribution limits, shall be allocated among the Committees as follows:
• Contributions from Individuals and Federally Permissible Sources– The first $4,000 will go to Kristi for Governor; the next $4,000 will go to Rhoden for Lt. Governor; the next $5,000 will go to KRISTI PAC; the next $10,000 will go to SD Strong Leadership PAC; the final $2,000 will go to the SD GOP’s state account.
• Contributions from Corporations and Entities – The first $4,000 will go to Kristi for Governor; the next $4,000 will go to Rhoden for Lt. Governor; the next $10,000 will go to SD Strong Leadership PAC; the final $7,000 will go to the SD GOP’s state account.
Contributions that exceed a donor’s contribution limit to a participating Committee will be reallocated according to this formula to the extent permitted by federal and South Dakota law. Any contribution that would otherwise cause a donor to exceed any applicable contribution limit or that is otherwise impermissible will be refunded. Notwithstanding this allocation formula, any donor may designate his or her contribution to a specific participating Committee to the extent permitted by federal or South Dakota law, as applicable.
Contributions or gifts to JFC, or any Committee individually, are not deductible as charitable contributions for federal income tax purposes. Contributions from foreign nationals (non-green card holders) are prohibited. KRISTI PAC is a federal political action committee and may not accept contributions from corporations, federal government contractors, national banks, and other federally impermissible sources. In accordance with FEC rules, the JFC has established a separate bank account for the receipt and separation of contributions from corporations and entities, and these contributions will only be allocated to the JFC participants that may legally accept such contributions. No contributions to Kristi for Governor, Rhoden for Lt. Governor, SD Strong Leadership PAC or the SD GOP’s state account will be used to influence any federal elections. Federal law requires us to use our best efforts to collect and report the name, mailing address, occupation, and name of employer of each individual whose aggregate contributions exceed $200 in a calendar year.
