TEAM MORRISEY is a joint fundraising committee composed of Morrisey for Attorney General, a West Virginia political committee; Blue and Gold Fund, a federal nonconnected political action committee; and the federal account of Upshur County Republican Executive Committee. Any contribution to TEAM MORRISEY permissible under the Federal Election Campaign Act, as amended, and West Virginia law from contributors who have not exceeded their applicable contribution limits will be allocated among the participating committees as follows:
1. The first $1,000 from an individual shall be allocated to Morrisey for Attorney General for 2012 general election debt retirement as permitted by law. The next $5,000 from an individual shall be allocated to Blue and Gold Fund. The next $10,000 from an individual shall be allocated to Upshur County Republican Executive Committee.
2. The first $2,000 from a joint contribution shall be allocated to Morrisey for Attorney General for 2012 general election debt retirement as permitted by law. The next $10,000 from a joint contribution shall be allocated to Blue and Gold Fund. The next $20,000 from a joint contribution shall be allocated to Upshur County Republican Executive Committee.
3. $1,000 from a West Virginia political committee shall be allocated to Morrisey for Attorney General for 2012 general election debt retirement as permitted by law.
4. The first $1,000 from a federal non-multicandidate shall be allocated to Morrisey for Attorney General for 2012 general election debt retirement as permitted by law. The next $5,000 from a federal non-multicandidate shall be allocated to Blue and Gold Fund. The next $10,000 from a federal non-multicandidate shall be allocated to Upshur County Republican Executive Committee.
5. The first $1,000 from a federal multicandidate committee shall be allocated to Morrisey for Attorney General for 2012 general election debt retirement as permitted by law. The next $5,000 from a federal multicandidate shall be allocated to Blue and Gold Fund. The next $5,000 from a federal multicandidate shall be allocated to Upshur County Republican Executive Committee.
The contributor’s signature designates his or her contribution as described above. Contributions that exceed a contributor’s contribution limit to a participating committee shall be reallocated to the remaining participating committees according to this allocation formula and as permitted by law. The allocation formula may change if the participant receives enough funds to retire its debts.
The maximum amount that an individual may contribute to ENTITY is $16,000. The maximum amount that a West Virginia political committee may contribute to ENTITY is $1,000. The maximum amount that a federal multicandidate committee may contribute to ENTITY is $11,000. The maximum amount that a federal non-multicandidate committee may contribute to ENTITY is $16,000. Any contribution not permissible under the FECA will be refunded to the contributor.
The maximum an individual or political committee may contribute to a West Virginia candidate for 2012 debt retirement is $1,000 per election. All funds received in response to this solicitation will be subject to applicable federal and state contribution limits and prohibitions.
Contributions to TEAM MORRISEY are not tax deductible for federal income tax purposes. Contributions from corporations, national banks, labor unions, foreign nationals without “green cards,” and federal government contractors are prohibited. Of course, under the law, any donor always retains the right to determine specifically how their money is allocated. Federal law requires us to use our best efforts to collect and report the name, mailing address, occupation and the name of the employer of individuals whose contributions exceed $200 in a calendar year.
